A typical street in the 9th Ward of New Orleans. The area, populated by low income residents, was hit hard when the levees along the industrial canal were breached. After six months, little progress in resurrecting the area has been made. It still has little electric power and no potable water. Government delays in deciding whether residences will be allowed in the area are discouraging individual efforts to rebuild. |
